Instead of ruling Hell through fear, he reshaped it into a place of healing. Souls were no longer trapped in endless punishment. Instead, they were guided, confronted, and given a real chance at redemption.
Alongside Chloe Decker, he built something entirely new. As a result, Hell grew quiet — not empty, but calm.
However, that silence did not last.
A City That No Longer Feels
Years later, the story continues in Los Angeles, a city that still mirrors Lucifer himself — dazzling on the surface, yet fragile underneath. At first glance, nothing seems out of place. Nevertheless, something subtle has shifted.
Crime still happens. Yet it feels different.
Instead of chaos, there is emptiness. For example, murders occur without anger, and criminals act without fear. More importantly, guilt has started to disappear. People no longer question their actions. Consequently, the line between right and wrong begins to fade.
Without guilt, humanity slowly loses its moral center.

The Devil Returns With New Purpose
Because of these changes, Lucifer returns to Earth. This time, however, he is not the same man. He no longer seeks attention or indulgence. Instead, he moves with calm precision. Redemption has changed him, but it has not weakened him.
Soon after his return, he discovers something far more disturbing.
Hell is no longer receiving souls.
Worse still, some souls are simply… gone.
Allies Reunite, But Tensions Rise
To understand what is happening, Lucifer reunites with Mazikeen. Now working as a bounty hunter, Maze has already noticed strange patterns. In particular, demons have started disappearing without a trace. As a result, even she begins to suspect that something ancient is awakening.
Meanwhile, Amenadiel, now embracing his role as God, takes a different stance. He believes humanity must face its own evolution. Therefore, he chooses not to interfere.
Lucifer strongly disagrees.
From his perspective, this is not growth — it is collapse.
At the same time, Chloe plays a crucial role. Rather than acting as a detective, she becomes a guide for lost souls. In fact, she senses the change more deeply than anyone else. People are dying without understanding their own guilt. Consequently, their souls remain incomplete.
Clearly, something else is judging them.

The Rise of the City of Shadows
Eventually, the truth begins to surface.
At the center of everything lies the City of Shadows. Unlike a normal place, it exists as a hidden system. It feeds on suppressed emotions, buried guilt, and denied truths. In exchange, it offers people something tempting: freedom from regret.
At first, that sounds like a gift.
However, the cost is far greater than anyone realizes.
Humanity itself is being stripped away.
Behind this system stands Umbrael — an entity older than Lucifer. Unlike traditional villains, Umbrael does not seek power or destruction. Instead, it represents absence. It removes pain, guilt, and emotional weight entirely.
As a result, people become empty.

A Dangerous Philosophy
Umbrael believes Lucifer made a critical mistake.
According to this entity, pain is necessary. In addition, guilt helps people grow. Without these elements, humanity becomes weak and easy to control. Therefore, removing suffering does not save people — it erases them.
Gradually, Los Angeles begins to reflect this idea. Leaders act without remorse. Criminals feel no hesitation. Even ordinary citizens drift through life without emotional depth.
Surprisingly, this world is not chaotic.
Instead, it is perfectly controlled — and deeply hollow.
The Hardest Choice
Faced with this reality, Lucifer must make an impossible decision.
To stop Umbrael, he needs to restore Hell’s purpose. However, this does not mean returning to cruelty. Rather, Hell must become a place where souls face the truth about themselves.
In other words, pain must exist again — not as punishment, but as understanding.
Naturally, this choice comes with a cost.
It means undoing everything he once built.
Chloe challenges him to see the bigger picture. Redemption is not comfort; it is honesty. Likewise, Maze reminds him that without consequences, chaos eventually follows. Even Amenadiel, despite his earlier distance, admits that balance requires both light and darkness.
Truth Over Power
In the final act, Lucifer enters the City of Shadows alone.
Instead of fighting with strength, he chooses a different approach. He confronts Umbrael with truth. Step by step, he admits his failures, his doubts, and his flawed attempt to remove pain entirely.
More importantly, he accepts responsibility.
Because of that honesty, everything begins to change.
Umbrael cannot survive truth.
As a result, the system collapses. The City of Shadows fades, and its influence disappears. Slowly but surely, humanity begins to feel again.
Pain returns.
So does guilt.
And with them, meaning.
A New Balance Restored
Afterward, Hell is reborn with a clearer purpose. It is no longer a place of endless suffering. Instead, it becomes a space of reflection. Souls must face their actions, but they are also guided toward redemption.
Meanwhile, Chloe briefly returns to Earth. She watches as the city regains its humanity — flawed, emotional, yet alive.
Finally, Lucifer stands once more above Los Angeles. The city shines, not because it is perfect, but because it feels real again.
He smiles.
Not because evil has vanished.
But because it matters once more.
Fade to black.
Because the Devil was never the villain.
He was the one who taught humanity how to face the truth.
